- Details on homeland security spending in 2004 and 2005 will be presented by Bill Hoagland, Director of Budget & Appropriations for Senate Majority Leader Bill Frist, and by Michael Dufault, Research Director for Equity International. President Bush has just announced a 9.7% increase in 2005 homeland security spending and recently signed the 2004 budget into law.
